Programme Director – MetroLink, Dublin, Ireland

MetroLink invites applications for an experienced Programme Director to lead the realisation of the MetroLink Programme. As Programme Director you will lead the scheme through design, procurement, construction, and introduction into passenger service, acting as the programme’s visible leader both internally and externally.

You will be an exceptional leader who has clear experience of delivering large-scale infrastructure projects across either the public or private sector. You will be a driven, resilient, and adaptive leader with a passion to drive innovative solutions and be an ambassador for the MetroLink brand.

MetroLink is a transformative piece of public transport infrastructure unmatched in Ireland. The system offers a high-capacity, high-frequency metro railway with 16 new stations from Swords to Charlemont. Integral to its design is the interlinking of multiple transport networks, including Dublin Airport, Irish Rail, DART, Dublin Bus, and Luas, promoting a seamlessly integrated transport experience for the Greater Dublin Area.

Additionally, MetroLink creates direct links to primary destinations like Ballymun, the Mater Hospital, the Rotunda Hospital, Dublin City University, and Trinity College Dublin.

The majority of its 19km route is underground, marking a paradigm shift for Irish public transport. Upon launch, MetroLink will provide trains every three minutes during peak times, with a potential frequency increase to a service every 90/100 seconds by 2060. It can cater to 20,000 passengers hourly in each direction, a significant leap from the existing Luas Green Line’s 9,000 passenger capacity. When finished, the expected annual ridership will reach 53 million passengers, providing unprecedented convenience with an approximate 25-minute commute from Swords to Dublin city centre. The MetroLink rail system will be fully automated, driverless train operations, with full segregation from other traffic.

Responsibilities

  • Set the overall vision and strategy for delivery to achieve world class performance and realisation of the business case for MetroLink.
  • Act as the programme’s visible leader both internally and externally.
  • Lead the delivery of MetroLink Programme through the development phase, statutory approval processes, procurement, and implementation. Achieve handover of a ready-to-operate metro on-time, at best value and in a safety compliant manner.
  • Maintain and adapt the governance structure for MetroLink.
  • Create, lead, coach, build and manage performance of the programme team.
  • Lead a proactive safety culture.

Requirements

  • Successfully leading large scale and technically complex systems and construction programmes through all stages to completion and handover (in the order of €5bn or equivalent value).
  • Substantial experience gained within complex, safety critical infrastructure programmes in urban environments such as a metro or major rail scheme would be desirable.
  • Managing complex stakeholder groups (internally and externally).
  • Multi-disciplined programme team leadership and development.
  • Understanding of Systems Integration, Assurance and Whole Asset Lifecycle in major programmes.
  • Full professional membership of a relevant chartered institute such as IEI, ICE, RICS or APM is preferred.
