Metrolinx, Ontario's largest transportation agency, plays a pivotal role in advancing transit infrastructure across the Greater Toronto and Hamilton Area (GTHA). Metrolinx is undertaking the most extensive transportation investment in Ontario’s history

They are seeking to recruit a dynamic Chief Capital Officer (CCO) to lead their GO Transit and UP Express rail programmes, a combined capex investment of c$35 billion.

GO Transit is a regional transit system serving the GTHA with trains and buses connecting urban centres and suburbs. The Union Pearson Express (UP Express) is a dedicated airport rail link connecting Toronto's Union Station with Pearson International Airport.

Metrolinx is dedicated to enhancing and coordinating transit services across the GTHA through strategic initiatives, along with collaborative and progressive partnerships with their supply chain. With a reputation for excellence and a commitment to growth, Metrolinx oversees a significant capex portfolio aimed at transforming the region's transportation landscape.

A significant change is underway in Metrolinx in the way they contract with their private sector construction partners. They are moving away from traditional lump sum contracting to more progressive and collaborative contracting including alliances and target cost contracts, with risks owned by the organisation most able to manage them. This role will be key to embedding news ways of working on the capex investment programmes.

Based in Toronto, the Chief Capital Officer will play an integral role within Metrolinx's senior leadership team, reporting to the Chief Executive Officer. This role presents a unique opportunity for an experienced leader to drive and oversee the execution of a major $35 billion rail upgrade to their infrastructure, making a real difference to passengers in the Greater Toronto and Hamilton area.

Metrolinx provide relocation support for internationally based candidates open to relocate to Toronto.

Responsibilities

  • Develop and manage a complex 10-year Capital Plan for GO and UP, aligning with business unit needs, budget requirements, and public benefits.
  • Provide guidance to senior executives (Deputy, CCO, EVPs, VPs, Directors) to lead their specific projects and prioritise within the company’s broader context.
  • Establish a top-tier organisation, promoting high standards, professional policies, and innovative, sustainable solutions.
  • Integrate two capital delivery operations with strong governance, reporting, financial, and quality controls, with a focus on customer experience.
  • Support the President and CEO, and contribute to enterprise-wide strategic, business, financial, operational, human resources, and community relations plans as part of the Senior Leadership Team.
  • Align people resources with organisational goals, ensuring the necessary skills and resources are available.
  • Manage a $35bn programme, with $3bn+ annual capital budget and address off-plan overages.
  • Establish productive relationships with government, industry officials, partners, suppliers, and community leaders.
  • Lead change in contracting methods, to progressive and collaborative forms of contract with the supply chain, including use of alliances and target cost.

Requirements

  • 15+ years of progressively senior leadership roles, developing strategy and leading complex, multi-project environments, ideally in the transportation or civil infrastructure sector.
  • Seasoned strategic leader with a long-term approach to problem-solving and planning.
  • Experienced in leading complex programmes and working collaboratively across business lines.
  • Commercially aware, ideally with experience of managing progressive and collaborative construction contracts, such as target cost contracts, alliances or other progressive forms of contract.
  • Strong commercial and business acumen with a proven ability to influence and impact others.
  • Experience of delivering multi-billion-dollar programmes.
  • Experience leading in highly politicised, visible positions, on public sector funded projects would be an advantage.
  • Strong customer/client focus and demonstrated leadership ability, including solid coaching and counselling capabilities, interpersonal and teambuilding skills, and partnering abilities.
  • Proficient in Project Management methodologies and reporting.
  • Experience in contract management related tofunding, vendor relationships, and building contracts.
