Check out the latest developments across Transport and Infrastructure. Here’s a roundup of the major contracts awarded in the last month.

Rail & Transport

Network Rail (TRU)

BAM, Arup and Amey have been awarded a £2bn contract in collaboration with Network Rail as part of the TransPennine Route Upgrade West project. The consortium will deliver the next phase of the project over the next three and a half years up to 2028.

BAM and Amey will share £800m each, the remainder will go to Arup on design related work.

Network Rail (Train Control Systems Framework)

AtkinsRéalis and Construcciones y Auxiliar de Ferrocarriles (CAF) join the existing suppliers on the £4bn Train Control Systems Framework to upgrade and digitise the UK’s rail signalling systems. AtkinsRéalis has secured two of the eight contracts awarded across both categories, working independently on conventional signalling and partnering with CAF to deliver digital signalling.

Transport for Wales

Transport for Wales has chosen Hitachi as its “Mobility as a Service” partner to improve public transport systems. Over the next five years, Hitachi will create an integrated, digital platform for seamless travel planning and payment across different transport modes.

Water

Southern Water

Southern Water has awarded £3.7bn in contracts to eight firms across two new capital delivery frameworks for AMP8. These partners will now carry out work under either the ‘strategic delivery partner’ or ‘infrastructure low complexity delivery route’ frameworks.

Firms on the first framework will be responsible for major infrastructure projects such as constructing new pipelines and pumping stations, or non-infrastructure schemes including upgrades to water supply works or wastewater treatment works.

Firms on the second framework will either focus on water or waste, and this will typically involve design and build projects on the water supply network or sewers.

Costain, MWH Treatment, Kier Integrated Services and Galliford Try Construction have been awarded places on the SDP framework for non-infrastructure above ground works.

Morrison Water Services have been awarded a place on the same contract for infrastructure works.

Clancy Docwra, United Living Infrastructure Services, and Barhale have been awarded contracts on the infrastructure LCDR framework for water work.

Clancy Docwra, J Browne Construction and Morrison Utility Services have been awarded contracts on the infrastructure LCDR framework for wastewater work.

Yorkshire Water

Yorkshire Water has created a Storm Overflow Alliance to deliver up to £1bn of works through AMP8.

The strategic partnership with Yorkshire Water includes AtkinsRéalis, Morrison Water Services, Stantec, and Ward & Burke.

In a five-year programme of works, the alliance will address storm overflow discharges and the associated environmental impacts on rivers and coastal waters.

Perth and Kinross Council

Balfour Beatty has been awarded a £27m contract to deliver the Comrie flood protection scheme in Scotland for Perth and Kinross Council.

The firm will construct 2.8kms of river walls and embankments in Comrie along the Ruchill River, River Earn and River Lednock which are known for significant flooding.

The contract was awarded through the SCAPE Civil Engineering Framework.

Scottish Water

Scottish Water is preparing to launch a £6.3bn framework for infrastructure investment over 13 years. The framework will cover both civil and MEICA works, focusing on asset upgrades, maintenance, and new installations.

Tenders are expected in November 2024, with contracts awarded by April 2026. The project will use an NEC4 Alliance model for collaborative delivery, and a bidders’ day will be held on the 24th of October 2024 to outline project details.

The Environment Agency

The Environment Agency is seeking expressions of interest and pre-market engagement with contractors for its next generation £3bn flood and coastal management delivery framework.

Set to begin tendering in March 2025, the framework includes technical consultancy and construction work for asset maintenance, upgrades, and new projects. The framework is divided into three value-based lots, covering contracts from £1m to £75m, geographically split across six regional hubs.

Existing framework contractor partners include BAM Nuttall, Kier, Jackson Civil Engineering and VolkerStevin with consultants Arup, Atkins, Jacobs and Jeremy Benn Associates providing design services.

Wessex Water

Wessex Water has named the contractors on its £3.7bn AMP8 capital investment framework. The investment aims to improve wastewater treatment, enhance environmental protections, and secure water supply for 2.9 million customers in South West England.

Kier has secured spots on three key contractor lots with Mott MacDonald Bentley and Galliford try securing two lots each.

The framework is split into four lots: design and build, design, M&E, and civils.

Firms on the framework are Mott MacDonald Bentley, Kier, Galliford Try, Morgan Sindall, AECOM, AtkinsRéalis, Stantec, Mott MacDonald, Pell Frischmann, Sweco, Gutteridge Haskins & Davey, Bridges Electrical Engineers, Trant Engineering, OCU Utility Services, Envolve Infrastructure and Knights Brown.

Highways

Essex County Council

Octavius has been awarded a £27m contract by Essex County Council for the first phase of the new A1331 near Colchester. The firm will build a 1.8km dual carriageway road with three junctions.

Under an early contractor involvement stage, the firm has already carried out the design work for the scheme.

Energy

National Grid

Balfour Beatty have been awarded a £363m contract by National Grid to upgrade the electricity network between Bramford and Twinstead, replacing 18km of overhead lines and installing 11km of underground cables. Construction is expected to begin in the first half of 2025, with completion in 2028.

National Grid has also selected nine firms to support community engagement for its Great Grid Upgrade, which includes 17 key infrastructure projects aimed at enhancing the UK’s electricity network.

The selected firms are Aecom, Arup, Camargue, Cavendish, Copper, Grasshopper, Grayling, JBP, and Lexington. They will help ensure local communities are well-informed and consulted throughout the planning and construction phases.

This framework will run for three years with the option to extend. It will also cover community engagement work for projects outside of the Great Grid Upgrade.

Ofgem

Ofgem’s Strategic Innovation Fund (SIF) programme has awarded National Grid £15.3m to develop three key projects supporting the UK’s net zero goals.

National Grid Electricity Transmission (NGET) received £8.5m to develop a strategy for removing SF6 from the electricity network.

National Grid Electricity Distribution (NGED) was awarded £6.8m for two projects: one to aid regional energy planning through a digital platform and another to address load imbalances in the distribution network as more customers adopt low carbon technologies.

The UK Department for Energy, Security and Net Zero

In the latest UK government auction for Contracts for Difference (CfD) under Allocation Round 6, 131 green infrastructure projects were awarded, including 9 major offshore wind projects and the largest floating offshore wind farm in the world to reach market, Green Volt.

These projects are expected to collectively generate power for around 11 million homes, helping the UK meet its renewable energy goals.

SSEN Transmission

SSEN Transmission have signed contracts with the Siemens Energy and BAM UK & Ireland joint venture, Nexans, and RJ McLeod for key elements of the construction of their Orkney-Caithness 220kV link. When complete, the link will connect Orkney to the Scottish mainland for the first time.

Aviation

King Salman International Airport Development Company (KSIADC)

Mace Consult has been awarded a contract to oversee the planning and construction of the £23bn King Salman International Airport in Riyadh.

Mace will deliver project and programme management, planning, construction management, cost and cost management, procurement, logistics, health and safety strategy and sustainability/ environmental/ carbon-advisory services to the project.

Defence

Defence Infrastructure Organisation

The Defence Infrastructure Organisation has named the six partner contractors for a new alliance to build single living accommodation for the Armed Forces.

The selected firms are Bowmer + Kirkland, ExtraSpace Solutions, Kier McAvoy, Kier Metek, Laing O’Rourke and REDS10. Under a £2bn deal, they will build 1,600 bed spaces over the next six years.

This is part of the Ministry of Defence’s £5.3bn plan to build or refurbish 40,000 single living accommodation bed spaces over 10 years.
