New contracts have been signed – here’s a roundup of the major contracts awarded in the last month.

Energy

National Grid

National Grid has named the first two tranches of suppliers for its £59bn High Voltage Direct Current (HVDC) infrastructure programme.

Six HVDC cable suppliers with share £21.3bn, while four suppliers have secured spots for the HVDC converter systems framework, covering civils and major project contractors for onshore infrastructure (£12.8bn) are yet to be announced.

The successful cable suppliers are Hellenic & Jan De Nul Consortium, LS Cable & System, NKT Cables, Prysmian Group, Sumitomo Electric, and Taihan Cable & Solution.

The HVDC converter systems framework has been awarded to GE Vernova, Hitachi Energy, Mitsubishi Electric, and Siemens Energy.

Contracts have been secured for a five-year period; there is the potential to extend for an additional three years.

 

Transmission Investment

Transmission Investment has invited contractors to bid for four main packages on the LirlC connector project, a £700m undersea electricity link between Scotland and Northern Ireland.

  • Lot A1 is worth £353m – this covers the design, supply, and installation of two converter stations at Hunterston and Kilroot.
  • Lot A2 is worth £100m – this entails civils and building works associated with the converter stations.
  • Lot B1 is worth £245m – this comprises design, supply, and installation of HVDC cables between the two converter stations, buried either underground or under the Irish Sea.
  • Lot B2 is worth £8m – this encompasses cables, and associated civils works in Scotland only.

The deadline for requests to participate is 24 April, with a decision expected in November.

Cadent Gas

United Living Infrastructure Services has secured a multi-million-pound contract from Cadent Gas to divert a gas pipeline in Ulverston, Cumbria. The project involves installing a new 850-meter diversion in heavy wall 12-inch steel pipe, parallel with the existing pipeline but outside of the embankment area.

 

Department for Energy Security & Net Zero

Costain has been awarded a place on the Department for Energy Security & Net Zero’s (DESNZ) Energy and Net Zero Professional Services Framework. This framework, valued at £250 million over an initial two-year term (with a possible two-year extension), includes 43 suppliers. Costain will provide technical expertise in two areas: Nuclear and Emerging Technologies.

Their role involves offering advisory and technical solutions to support the UK's transition to cleaner energy sources, focusing on emerging and modular nuclear technologies like small modular reactors (SMRs).

 

KBS Maritime

UK Power Network Services has secured a framework contract with KBS Maritime to oversee future infrastructure projects at the Royal Navy’s Portsmouth base.

Under a two-year agreement, UKPN will be positioned to provide consultation, design, and feasibility studies for upgrades to the electrical infrastructure serving 900 buildings and over three miles of waterfront.

United Utilities

United Utilities has announced the partners on its Assurance Framework to support its £13.7bn AMP8 investment plans for the 2025-2030 period.

Mace Consult and Mott MacDonald will deliver key Commercial and Assurance Audit services, while Mace Consult, Mott MacDonald, Stantec UK, and Turner & Townsend Infrastructure will provide resource support in areas like quantity surveying, programme and project management, and construction.

Mott MacDonald will also offer estimating services, including cost intelligence and carbon estimates, to align with United Utilities’ net zero emissions goals.

 

Rail

Network Rail

Mace has been appointed to two Network Rail frameworks in the North West & Central and Eastern Regions.

These frameworks include a range of professional services such as programme and project management, engineering, commercial services, and construction roles. These services will support Network Rail NW & C Region’s Asset Protection (ASPRO) Services Teams, focusing on ensuring third-party and out-side party projects are delivered efficiently and compliant with relevant industry standards.

 

Network Rail’s Eastern region has appointed four consultant groups for an eight-year contract to deliver design engineering services. The selected groups are: Amey OWR, AtkinsRéalis and Arcadis JV, Mott MacDonald and WSP JV, and SYSTRA and Arup JV.

These firms will work under a new £300m Development and Design Partnership Framework (DDPF), providing professional development, design, technical, and engineering services for key projects such as Northern Powerhouse Rail, the Integrated Rail Plan, Network North, and the Eastern Region.

The framework has an initial term of five years, with the possibility of extending it annually for up to three additional years.

 

DB Cargo

DB Cargo UK has contracted Siemens Mobility to install the European Train Control System (ETCS) on nine of its Class 66 locomotives, with work commencing in July 2025 at DB Cargo’s Toton Traction Maintenance Depot in the East Midlands. This initiative is part of the £1.4 billion East Coast Digital Programme, which aims to replace traditional lineside signals with advanced in-cab digital technology.

The initial phase is scheduled for completion by March 2026.

 

RB Rail

RB Rail has selected two international consortia to deliver key sections of the Rail Baltica project in Estonia.

The two awarded consortia are:

  • Alliance 1 – GRK Eesti, GRK Suomi, Aktsiaselts Merko Ehitus Eesti, NGE Contracting, Sweco Finland, Sweco Sverige and TSO
  • Alliance 2 - Bouygues Travaux Public, Budimex, Ingerop Conseil et Ingenierie (ICI), KMG Infra and WSP Finland.

The first contract, worth €394m (£330m) covers the railway superstructure for Ülemiste–Pärnu and substructure for Tootsi–Pärnu. The second contract, valued at €332M (£280M), focuses on the design and construction of the Pärnu–Ikla section.

This project aims to connect Estonia, Latvia, Lithuania with Poland by 2030.

 

Nuclear

Sizewell C

Costain has secured a 10-year framework agreement to provide project management and engineering resources for the construction of the Sizewell C nuclear power station. The company will supply personnel across three key areas: delivery integration, quality, engineering integration. 

This encompasses roles such as cost controllers, risk managers, quality engineers, quality delivery managers, and project engineers.  

 

Urenco

Costain has been appointed by Urenco as the programme delivery partner for new and upgraded infrastructure at its Capenhurst site in Cheshire. The contract, expected to last at least three years, involves leading the design, procurement, construction, and commissioning of various works and upgrades to support the site’s long-term resilience.

 

Water

Southern Water

Clancy has secured a £250m contract with Southern Water to deliver essential frontline services across the South East of England during the AMP8 regulatory period from October 2025 to 2030.

This scope includes reactive and proactive tasks such as emergency responses, leakage reduction, network reinforcements, meter installations, and capital projects connecting new housing developments.

 

Southern Water has also awarded contracts to seven companies as part of its Professional Services framework – one of three critical frameworks, with Capital Delivery and Network Services still to be decided.

The successful companies are AECOM, Arup, KPMG, Mott MacDonald, Stantec, Turner & Townsend, and WSP/Binnies.

  

Yorkshire Water

Yorkshire Water is launching a 5 year, £406m initiative to replace over 1,000km of water mains across the region.

In the first year, £89m will be invested to replace 238km of mains of water mains with flexible plastic pipes. In the second year, the programme will see 211km of mains replaced throughout Yorkshire.

The mains replacement programme is part of Yorkshire Water’s largest ever environmental investment of £8.3bn to improve infrastructure.

 

Aviation

London Gatwick Airport

London Gatwick Airport has appointed Mace as the main contractor for the £140m extension of Pier 6.

The expansion will add eight aircraft gates adjacent to the runways, enable 7.5m passengers annually to board and disembark directly, eliminating the need for 12,000 bus journeys to remote stands each year.

The project is due for completion in 2027.

 

Los Angeles World Airports

Balfour Beatty, through a joint venture combining its Civils West and California Buildings operations, has been selected as a prequalified contractor for Los Angeles World Airports’ Multiple Awarded Task Order Contracts (MATOC).

The MATOC, valued at up to $5bn, encompasses construction projects ranging from $1m to over $250m, focusing on infrastructure and facilities modernisations at LAX.

This agreement streamlines procurement processes and accelerates design-build and construction services at the airport. The MATOC is valid for five years, with options for two one-year extensions as Los Angeles World Airports discretion.

Highways

Hertfordshire County Council

Ringway has successfully renewed its highways maintenance contract with Hertfordshire County Council for an initial seven-year term, starting 1st October 2025, valued at £385m.

The contract includes potential extensions, allowing Ringway to maintain the county’s road network until at least 2032.

Social Infrastructure

NHS England

NHS England has awarded a £600m contract to a joint venture between Mace and Turner & Townsend serve as the Programme Delivery Partner for the New Hospital Programme (NHP).

The NHP, a £20bn initiative, aims to deliver new hospitals and transform healthcare facilities across the UK over the next two decades.

 

Other

Sciontec

Sciontec has appointed Morgan Sindall Construction as the preferred contractor for the £61m Hemisphere One laboratory and workspace development in Liverpool’s Quarter.

The 117,190 sq ft project, located at Paddington Village, is the first phase of a two-part initiative that will ultimately provide over 216,000 sq ft of specialized lab and office spaces.

Construction is expected to commence in the Autumn.
